CENTRALLY MANAGED:This is a centrally managed position that is located in the S - Operations career field Type 2 Career Essential.

The primary purpose of this position, Strategic Planning Analyst, NH-0301-04, is to provide leadership for mission of the AFTC Plans and Programs Directorate to support the Commander with the development of plans and programs. This includes the leadership of Continuous Process Improvement (CPI) activities for the Center to enable the required efficiency gains to meet the future mission needs of the Air Force and/or Strategic Planning activities for the Center, encompassing both the development and implementation of the AFTC Strategic Plan and Facilities Strategic Planning (which includes MILCON, COOP, CARM and other facility centric programs).

  • Perform one of the following duties as primary responsibility and may be back-up for the other: a) Continuous Process Improvement. Or b) formulate and recommend policies, procedures, philosophies, and management concepts.
  • Perform one of the following duties as a primary responsibility and may be back-up for the other duty: a) Establish Policy: Direct/define CPI processes OR b) Oversee the integration of the Strategic Plan with other strategic and tactical programs.
  • Communication: Proactively communicate status (priorities, selection, results, and issues) to AFTC/CC as required.
  • Training/Mentoring: Provide training to selected/nominated individuals seeking Green Belt or Black Belt certification.

Occasional travel - Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.

Qualifications

SPECIALIZED EXPERIENCE: Must be at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experienceat this level is described as the ability to apply knowledge of organizational structures and relationships to: Provide continuous process improvements using proven methodology (Lean, Six Sigma, Theory of Constraints); Plan, organize and develop studies or projects; and Develop detailed long-range program plans and goals within the context of a comprehensive strategic plan as it relates to strategic organizational programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and experience with continuous process improvement techniques such as LEAN, Six Sigma, Theory of Constraints, and other accepted methods, as applied to areas relevant to AFTC mission areas or processes. 2. Knowledge related to Air Force operations, and flight and ground test and evaluation processes, including planning, provisioning, executing, analyzing, and reporting. 3. Practical knowledge of and familiarity with a technical field key to the activities of Air Force test and evaluation (engineering, operations, project management, finance, etc.) 4. Comprehensive knowledge of the T&E; Enterprise, Air Force Test Facilities activities, resources, and operating and testing procedures in order to maintain close coordination and effective working relationships with the various Center organizational elements, and other government agencies, contractors, and top-level administrative and technical agency personnel. 5. Ability to lead the implementation of challenging, innovative, and multi-disciplinary programs with only general guidance on policy, resources, and planning.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
